ArcGIS License不能正常启动，删除注册表，关掉防火墙，关掉杀毒软件都不起作用的可能原因：端口占用。
下面是 解决 办法，共三步：
1、在arcgis license 安装目录的BIN文件夹运行lmgrd -z -c service.txt，报错Failed to open the TCP port number in the license.

C:\Program Files (x86)\ArcGIS\License10.2\bin>netstat -aon|findstr "27000" TCP 0.0.0.0:27000 0.0.0.0:0 LISTENING 3632 C:\Program Files (x86)\ArcGIS\License10.2\bin>taskkill /pid 3632 -t错误: 无法终止 PID 3632 (属于 PID 3176 子进程)的进程。原因: 只能强行终止这个进程(带 /F 选项)。 C:\Program Files (x86)\ArcGIS\License10.2\bin>taskkill /pid 3632 -t /f成功: 已终止 PID 3632 (属于 PID 3176 子进程)的进程。3、再次启动lmgrd -z -c service.txt，如果弹出下列 信息 则表示成功解决。关掉命令提示符，在License Server Administrator中启动即可。
